Orientation and development scheme of current music (SOLIMA)
The dynamics of co-construction were initiated by the professional actors and local authorities in collaboration with the State, from the first consultations in 2004, when the process leading to the creation of the CSMA was implemented (Conseil supérieur des musiques actuelles) "pour des politiques concertées..." then to the GTLIMA (Groupe de travail des lieux de musiques actuelles), which results. The first SMAC circular (Scènes de musiques actuelles) was written in 1998, based on a jointElaboration of the text whose triptych team/project/location still forms the basis of the new circular SMAC 2010 to which the text SOLIMA is based and which gives a territorial dimension to the concertation.
This dynamic is now an integral part of the territorial policies that the State conducts in favor of current music. The method of consultation SOLIMA, recognized and praised by the Council of Local Authorities for Cultural Development (CCTDC) at its session of May 13, 2013, Consolidates collective action to enable better integration of actors in the formulation of public policies that concern them.
It is in the perspective of the two diversity and equity issues identified in 2006 that the SOLIMA method was developed within the GTLIMA to be administratively reinforced in the circular on national labels and networks of live performance of 31 August 2010. SOLIMA is a precursor in the non-hierarchical method of shared collaboration and aims to be participatory, constructive and innovative in its form and in its relationship with the various partners. In 2014, many SOLIMA are in operation, whether they are departmental, intercommunal or regional.
This approach of consultation and co-construction of public policies on current music seems exemplary and relevant, particularly at the time of Act 3 of decentralization which will lead to a new territorial organization and a new division of responsibility between the State and the local authorities. Today, other sectors are considering implementing their own shared thinking tools based on the same principles.
The method
Each territory, each configuration is different
SOLIMA is a working method between the public authorities, the State and the actors concerned by the development of current music in territories not predefined. In this sense this approach is original and what makes it its interest is to be usable and appropriable by each of the potential participants because it places consultation at the center of the device.
The Vade-mecum that was validated by the CCTDC supports the 2010 text.
SOLIMA is not an end in itself, it is a permanent process of co-construction, which must lead to imagine public policies in favor of current music close to territorial needs, in listening to and taking into account the different actors of these territories.
How is a SOLIMA implemented?
There are three phases in the implementation of a SOLIMA in a territory that recur in all identified SOLIMA:
The 1st phase is based either on the implementation of a territory diagnosis, or on an inventory already made during former territorial consultations and allows to identify the actors and current musical initiatives in a given territory as well as the needs and questions of the latter. The diagnosis or inventory can be carried out either by an external body (consultant, in charge of mission, etc.) or be constructed from meetings between actors (consultations).
The 2nd phase is a set of meetings and exchanges around common questions identified in the first phase and aims to make proposals for solutions, devices, reflections to be conducted to answer these questions . It is often managed by the local authority of the territory corresponding to SOLIMA and is animated either by a territorial network of actors, either by an external body, or by a departmental or regional agency (depending on the territory of SOLIMA)
The 3rd phase is materialized by the continuity of the meetings and aims to concretely put in place the tracks that had emerged during the second phase. It can be run by a territorial network of actors or a departmental or regional agency.
These three phases take place at varying times depending on the state of the territory.
This method has the concern to develop the watch on a given territory.
The important thing in this approach is to pose the principle of doing «together without predefined hierarchy».
