The departmental units of architecture and heritage (UDAP) of the Grand Est
The Departmental Units of Architecture and Heritage (UDAP) of the DRAC Grand Est ensure, in each of the ten departments of the region, the relay of all the policies of the Ministry of Culture relating to heritage and the promotion of architectural quality, urban and landscape. Organization
The UDAP are composed of a technical and administrative team, placed under the hierarchical authority of the Regional Director of Cultural Affairs and under the functional authority of the Prefect of Department. They carry out interdepartmental missions (Ministry of Culture, Ministry of Ecological and Solidarity Transition...).
The architect of the buildings of France (ABF)
Within the UDAP, the architects of French buildings (ABF), professionals specializing in architecture and heritage, have their own powers, provided for by laws and regulations in force.
Promote qualitative and sustainable development of the territory.
The UDAP intervene in protected areas, the remarkable heritage sites (former conservation areas and architectural and heritage areas); and 500 metre perimeters and the demarcated perimeters of the surroundings of historical monuments.
They work in direct link with the actors of spatial planning policies (local authorities, urban and building professionals and other State departments, in charge of urban policies and environmental protection...).
The four main missions of the UDAP
- the Architecte des bâtiments de France (ABF) gives its agreement on the applications for work authorization under the Heritage and Urbanism Code (building permits, demolition permits, development permits) and gives an agreement or notice under the Environmental Code (classified and listed site);
- the AFB proposes, facilitates and coordinates the studies relating to the creation or revision of remarkable heritage sites (former conservation areas and architectural and heritage areas) and the demarcated perimeters around the historic monuments;
- UDAP contributes, in collaboration with the other urban planning departments (municipalities, communities of municipalities and other State services), to the setting up and to ensure the compliance with regulations in the provisions of the Heritage, Urban Planning and Environment codes ;
- UDAP conducts inter-ministerial missions on thesustainable spatial planning and renewable energy development.
- promoting the architectural and landscape quality of constructions, with local authorities and the public, particularly by ensuring the integration of sustainable development issues;
- to assist municipalities which are undergoing a procedure for drawing up, amending or revising their local urban plan (PLU): take part in the definition of guidelines and the preparation of urban planning documents and ensure the insertion of requirements relating to the quality of constructions and the protection of landscapes.
The UDAP provide a local public service to private or public owners of monuments protected as historic monuments.
They contribute, in connection with the service of the Regional conservation of historic monuments of the DRAC, at scientific and technical control of work carried out on monuments protected as historic monuments (classified and registered):
- ensure a health monitoring of the entire protected heritage ;
- advise owners on work ;
- ensure the monitoring the performance of maintenance work ;
- issue notice of proposed works ;
- issue opinions on applications for protection of historic monuments submitted to the Regional Heritage and Architecture Commission.
Curator of the cathedrals...
The architects of the buildings of France are also curators of protected buildings owned by the State and managed by the Ministry of Culture (including cathedrals).

- the UDAP advise on the conservation of unprotected heritage (churches, town halls, wash houses, etc.);
- give opinions on grant applications submitted by the prefectures (Equipping rural territories - DETR) the Regional Council, the Departmental Councils, the Heritage Foundation...
Outstanding Heritage Sites
Notable Heritage Sites (SPAs) have replaced the AVAP, ZPPAUP and Protected Areas: presentation.
The DRAC Grand Est has designed practical sheets for communities to accompany them in the establishment of a remarkable heritage site.
- The phaRPD Classification
The classification phase may be initiated either by the State (record 1.1) either at the initiative of the community, commune or competent authority for planning documents (record 1.2).
- the phase development of the CPS management tool
The Plan of Sauvegarde and Development (PSMV) is in principle developed under the government contracting authority (DRAC), (record 2.1), however, the texts provide for the possibility of delegating this project management to the community which requests it (record 2.2).
The Architecture and Heritage Development Plan (PVAP) is still under the control of the community (record 3).

From the date of classification under the RPD, a local commission must be established (record 4).

Support individuals and project owners in their architectural projects
The UDAP advises public and private clients in the realization of their architectural projects, in order to define a project in harmony with the surrounding context.
It is recommended to consult the UDAP before filing an application for authorization, whether it is a new construction, a modification of an existing building, a demolition, the creation of a subdivision, the establishment of a sign or the development of an outdoor space.
An upstream work that avoids blockages that could appear during the appraisal of building permits.

The assessment of security/safety conditions is the responsibility of the architect of Les Bâtiments de France (ABF),
conservator of the cathedral.
The assessment of the compatibility of the request with the exercise of worship belongs to the assignee. Its agreement may be subject to conditions or requirements.
Note that some filming may be subject to a fee (shooting, shooting/sound generating revenue).
Application procedure
The AFB must provide written notice.
The request must be sent via the UDAP of the department concerned. Coordinates of the UDAP du Grand Est
The AFB forwards the application to the Centre des monuments nationaux (CMN) (collection or exemption of the fee).
